That's actually already kind of a thing.

Problem is that those OP teams that exist in Bronze and Silver are not active players. So they can't do this.

It is ok, once you not grinding bloody 400 silver medals for great hall missions

that would work to get rid of the inactives every week

Really pvp should be seperate from pve. Competitive pvp'ers should get good rewards of course for their efforts, but pvp should not be pretty much essential for pve progress. Great hall bonus's, classic hall bonuses, arbiter missions....they have entwined pvp and pve closely.

It is set up this way because otherwise the vast majority of the playerbase just would not bother with pvp as for many it is simply frustrating, this forces people to go through it.
