From the fan page like AyumiLove, it's easy to find out some rare heroes can be fused to a legendary hero, like KANTRA THE CYCLONE or CILLIAN THE LUCKY . The thing is that it seems those fusion only happen once, and unlikely to happen again. Should I keep those heros? or maybe the fusion will be back one day?

The fusions are a one time deal, so there's no reason to save the heroes.
The first part of Carpe_Piscis statement is correct.
"The Fusions are a one time deal,..."
In all my time playing this game, The game never redone Fusion Events.
They are a 1 time deal.
The second part of Carpe_Piscis statement is not correct.
"...so there's no reason to save the heroes"
Some of the heroes used as materials are very good champion's.
There are a lot of good reasons on why you would save some of those heroes.
For Example:
The above picture is a screenshot of me beating Undead Faction Wars Stage 21.
If you look close enough, You will see the hero named Seducer.
The hero named "Seducer" is the same hero people used as fusion material to create Cillian the Lucky.
Saving a Seducer could help you beat Stage 21 Faction Wars.
Will everyone use Seducer to beat Undead Faction Stage 21?
NO!
Everyone's roster of heroes is different.
You may never need Seducer, but the fact still remains Seducer can help a person win.
I think showing you a screenshot of Seducer helping me 3 star is a very compelling reason.
Why wouldn't it be?
Stage 21 Boss is very annoying & hard.
The Undead Boss does a move which is AOE True Fears + Stuns.
Seducer can do Block Debuff Buff for 2 turns effectively neutralizing the Bosses move.
The Undead Boss does a move which Ignores Defense.
Seducer provides a Health Aura allowing your heroes to survive the hit.
