I don't understand.. I'm completing the raids, all my men are still standing and I end up with only 2 stars at the end with the rewards. So I'm thinking level up my characters more and come back. When I  go back and repeat the raid same thing 2 stars. How do you get it to the 3rd star. What am I missing? The first town started out good, 3 stars, then started getting 2 stars, on the boss raid only 2 stars, yet it allows me to unlock to the next chapter story line. I feel like the chapter is incomplete bc some are at 2 stars, and how is it going to affect  me later? Ty all who respond.
