In the shop, we have a new offer which has 4 offers built into it, I am not able to understand, does it mean that for one price I get 4 different packs? can someone from the admin clarify this? how much do I have to pay all the blue shards?

Guess only: 2nd pack $20(20% off), 3rd pack $25(40% off). So totaly cost ~$65 for 46 ancient shard, 3.5M silver and 2400 germs. Not very good, however not bad. You can consider if you are chasing the ancient shard summons this weekend.

They have linked-purchase specials, where you have to buy the 1st special to unlock the 2nd, whose sunsequent purchase unlocks the 3rd, ad infinitum (or at least to 4).

have to buy them in order. 1 then 2 then 3 then 4. etc..
kind of like step summons in other gacha games.
