Taunting set will provoke . Causing the enemy to A1 that hero

First off My arena team has a hero that does that naturally without any set. He is my fastest hero (Speed). He gets  off the Provoke going first with high accuracy to land the provoke then allows  my other team to do their stuff without interruption

All that being said the hero I have doing this   is a HP based champion with a shield to withstand the aggro and high HP to absorb the aggro damage from enemy

Champs with provoke set, I personally love using Seducer and temptress together. Just for fun in the dungeons. Applying the provoke to seducer since he can place  block damage and his other utility helps as well. 

Also anyone that grants extra turns on an A1 and aoe on an A2 would be nice in Provoke. 

If using for arena, you could use a very high DEF/HP champs in the set so they can tank the hits
