Click 1 of 4 champions under "fuse" button. Then click your champion that appears on the left if you have one. Repeat for all 4. Click "fuse".
You need all 4 champions at level 30 ascended to 3 purple stars.
If you don't have them, clicking on them should offer you to "Go" to campaign stage where you can farm for them.

Justiciar is a part of the Relickeeper fusion, so go to the Relickeeper fusion and you'll find him there, on the left. You'll need to fuse Relickeeper as well for some later mission, btw.SunnyRay said:

I mean 4 champions under Justiciar. Click on Warmaiden. Do not click on Justiciar. Did you click on Warmaiden?
Fusion is done by clicking "Fuse" button under Justiciar, but it's inactive until you put 4 champions in places under it.
Post screenshots what exactly you click and what is shown if possible.
It should look like this (I'm showing another fusuon, because I have all the champions needed for Justiciar and the game doesn't offer me to "go").

I misunderstood what the problem was, sorry. My response was about what to do after you open Relickeeper fusion screen.

I'm speaking about this justiciar. P.S. Sorry for the mutiple desktop.Yes that's also the Justiciar we're talking about. He can be fused under Relickeeper- as shown in the picture I posted.
When you are in the summoning portal, click "Fusion" on the right, then "Relickeeper" on the left.
1. Go to the Summoning Portal
2. Go to the 'Fusion' tab
3. Under Relickeeper, you'll find 4 champions needed to fuse him. The leftmost champion would be Justiciar. (As pointed out in the photo I posted earlier)
4. Input the needed champions to fuse Justiciar (Level 30, ascended Warmaiden, Diabolist, Spirithost, and Heiress)
5. Hit 'Fuse'
