Oke i understand, but what u mentioned when my champ got ability to reduce enemy turn meter it isn,t displayed drop? Why enemy TM bar dont drop?

Your champion need to overcome enemy resistance to do that. 

Or if they have certain chance (not 100%) they have to roll success first and then their accuracy have to beat enemy resistance. 

And then there may be situations when enemy turn meter seems filed and you actually manage to lower that turn meter, but you doesn't get visual feedback (although you got text representing that). It has something to do with absolute speed or something, can't explain it well with my lvl of English.
