Too lazy to fully test this myself - does the ATK buff affect the damage dealt by skills based on HP or DEF? There are many other combinations of these interactions, of course.

And yea, I have seen that +DEF buffs do affect DEF skill damage output. But most especially the ATK buff/debuffs seems much weaker because it only affects ATK based skills, and nothing else. Whereas -DEF debuff affects the champion's survivability and possibly their damage output.
