I understand it depends on armor/masteries. But in general, which should I be leveling up to 60 and gearing up first?

I have only listed the big ones I think should be considered. I do have more, so if a crucial relatively common champ would fit well, let me know. I starred the ones I think are best. I recently had an amazing unboxing with Zavia, miscreated, reinbeast, and bulwark, so I know my current set-ups need to be adjusted. I just want opinions before I dive into wasting resources.

Current builds:

- CB = Skullcrusher, x2 Kael, Apothecary, and Stag Knight (Currently 12mil on Brutal) (*New Bulwark will be phased in with new zavia too)

- Arena = High khatun, x2 Kael, apothecary/Roshcard/Skullcrusher depending on the comp (**I realize this is not optimal - especially given my new zavia, miscreated monster, and reinbeast. But with my super super strong kaels I can blast through Gold IV)
