Does debuff chance of set items also relate to ACC?
Just as the topic, does it work only on its own regardless to Accuracy or have something to do with Accuracy?

If you are worried about your English, just wait to see my English
But to your question - no, debuffs from sets (Provoke, Stun and such) are only affected by that percentage chance that is mentioned in the description. Champions accuracy don`t play role here.

what about if i have champion that skill has chance to poison and i also use toxic set, is it possible for me to trigger double poison debuffs at same hit? Never tried on that yet.

Skills and sets have different rolls and they not affect each other. In your example, depending on the roll you may end up with one, two or no debuff at all.
