Stars > rarity, but it always depends on the stats and substats.

For the bottom 3 (glove, chest, boots) stars is much more important. For the top 3, I want 5* Rare or better but a 4* with good substats could be better. BUT... you will eventually replace the 4* ... so how much Silver you invest as you progress is quite the challenge.
