CB is supposed to reset at 10:00 UTC. For me that's 5:00am. So I should get a key at 5 am, 11 am, 5 pm, and 11 pm
FACT is my keys are all hours of the day. Sometimes I get 2 of them within an hour of each other.
MODERATER. Please help me figure out why my keys do not come at the correct time. Why am I at a disadvantage waiting up to 5 hours for a key to drop after it should have?
Key timers refill like energy and tokens. It's based on when you used the key. So if you use a key at 12am, you get another at 6am. If you have 2 keys, you're maxed out and the timer won't begin counting until you have an empty slot. Just like how energy will not begin refilling until you've gone below your max energy.

Say at 10am you have 2/2 keys. You use a key. You get another at 4pm. If at 4pm you have 2/2 keys because you didn't use both keys, the timer to get another key will not begin until you use a key.
