Rotos Passive doesnt make sense to me

Please explain, mods, or someone who has him.

Rotos has a passive ability that blocks damage or reduces it.. if successful it grants an extra turn.

Does this mean a counterattack? Or does he actually get a turn, regardless of turn meters, every time he Reduces/blocks incoming damage???

I dont have him but by reading his passive, he will have a Turn. So, let's say in arena, you are outsped by the enemy and nukes you and it triggers rotos' passive, he will cut the turn of the enemy and gain a turn. It is like an anti speed meta unit. Anyone please correct me if im wrong
