A related question. It says some of the champs needed for fusion drop from Normal campaign. Do they drop at higher rate from Brutal?

1. Sadly not, there isn't a list of all the missions.
2. Yes, you can drop them from higher difficulties too.
Hello. I on the mission Fuse Justiciar and I got all 4 hero made them lv 30 with 3 stars ascend but I cannot fuse him. The button fuse does not glob and I cannot press it... Does anyone has this problem?Did you actually put the four champions in their slots by clicking on those and selecting the champions?

Nope, it doesn't. There's also a bunch of missions where you have to ascend a champion of each affinity to 6*, which famously is not retroactive either, greatly annoying a lot of people.
