I think you are talking about Hero Power.
Hero Power is determined by a wide range of things.
Everything you do to your Hero essentially will make them stronger in Power.
Hero Power gives you a general guideline of how strong your hero's might be.
It is more or less a DEMONSTRATION OF STRENGTH.
It doesn't mean you can't lose to people weaker or beat people stronger.
Think of Hero Power like a BODY BUILDER FLEXING HIS MUSCLES.

I mean If your hero is more effective or powerful with lower points, what are they but a distraction? I have spent time getting some of my hero power points to high numbers, but they were actually more effective at a lower number. Like lowering attack numbers for accuracy when my hero does not actually have buffs/debuffs that use accuracy.
