just so's you're aware, the deck of fate is for the knave of hearts, not the queen
And there are 5 total toons you need to get in order to earn the "got em all" reward: Queen, Hatter, Alice, Knave & Cat.
Unless I am missing something about his kit, I would consider the Knave of Hearts to be a mid-tier toon at best. IMO, he is like a new & (marginally) improved version of Black Knight.

you overlooked what is by far the best part of his kit.
his character design is gorgeous.
Whatever other criticisms I have for the game, the art team is always exceptional, and they really went above and beyond for the Alice characters

Honestly I have no idea what his intended purpose is. Like where would I ever use this guy?

Agreed. He seems like he could be a decent tank support, and I have no Nehkret, so if I needed to do an Undead Tank for Siege, then maybe he'd have a niche use, but otherwise, I don't see much use for him.

Ive managed to wrangle myself an outstanding 2 flips so far. 5 frags towards Maud and an ancient shard is fine by me.

Before I pulled Siphi, I used Black Knight as a Defensive Tank Support. To my knowledge, Black Knight's A2 is the only skill in the game with 100% uptime on Inc Def.
Since I see some similarity between The Knave & Black Knight, this is how I might try to use him if I had him.
That said, I am totally skipping this Deck of Fate. Running Shogun & Mino.
