The new Hydra Clash started after the maintenance this morning, so all of the Hydra changes should have been in place, but we had an opposing team pop out a 1.3B (5B clash) Wixica key right out of the gate.
Did they not actually kill that comp? Or did they (once again) fail to properly test things?

Hydra reset before the maintenance, and the maintenace started before Clash reset.
Are you saying that if they opened the fight as soon as Hydra reset and just let their device sit for a couple of hours, they could then actually do the fight after Clash started and it would count for Clash?
I wouldn't have thought that would be possible. The warning on the Hydra Clash screen says that battles started before Clash resets won't be counted?
