Why Doesn't Acelin's Fear Immunity Passive Work Against the Head of Torment?

His Knight of Knights Faction Unity Passive (with one Faction ally) reads like this: "Allies under [Shield] buffs are immune to [Stun], [Freeze], [Sleep], [Provoke], [Fear], [True Fear], and [Petrification] debuffs."

My 2.5-year account has never had a Shamael, so I hoped this would be a great replacement. Nope.

Working on a Wixwell-Acelin-Ironclad team and used Taras as both nuke, buff-entender, and (allegedly) CC Immunity enabler. Shields were up the whole time. Multiple champs got Fear'ed and True Fear'ed. WTH?

Why does Shamael work so well, but Acelin + Taras does not?

Shamael works because fear gets placed and then he immediately removes it.

As for champs who are supposedly immune to fear, some have it work against Torment and some don't. I have absolutely no idea why
