I don't know how useful accuracy armor is...

ACC +40 doesn't mean anything to me because I don't know what the % is.

Accuracy is what counters resistance.

a debuff may have 1OO% chance to apply, but that's 1OO% chance that it will attempt to apply, then it runs through your accuracy verse the enemies resistance, the higher the accuracy compared to resist the higher chance it will not be resisted unless the skill itself says it cannot be resisted.

Having the accuracy stat say 1OO% would be a lie due to people running various different resistance on their champions.
