Tested it out a bit and hey - guy seems actually usable now. Unbooked so he's not doing his full work, but I'm still landing 100k+ nukes with the a2, and the a3 is essentially a free turn move as, despite its wording, it does actually steal tm from *all* enemies, and not just the one you select. The passive is 45% chance to fear when fully booked, which triggers quite often when paired with Kimi passive.
Does he have a place in the game now?
Not sure if he has a place for me, given what I have, but he's certainly usable.
