The short answer to your question is - "nobody". You don't have great pieces for a real CB team. So, for now, keep chugging away with your best champs, and focus on building a Dragon 20 team. I'd bring Skarg to 60 - he's one of the few champs in the game with an AoE CC move that has a 3-turn CD unbooked. The only condition is having other debuffs, and between Kael and Wukong that should be easy to pull off. Adelyn and Apoth can round the team out to provide support.

If you get him, he's worth building asap. Great champ to have on any PvE team with Djmarsa through until the late game.
