Hydra - Head of Wrath still does his AOE even while stunned

Just want to know if this is a glitch or total BS. I cleared the shield off him put on by the Head of Decay, not only does he still get stacks when hit but he does his AOE blast despite being stunned.

He even does it if its a hit that kills him. I really hope this is a bug/glitch and not Working As Intended

I have experienced the automatic Wrath AoE attack (the attack that is triggered by excedding 15 hits) while Wrath was stunned multiple times.  He does not take his regular turn while stunned, so I have always just assumed it was suppossed to work that way.

Ok, how about this that I ran into today. Ronda used her A3 on Mortu Macab, locked his Passive and Active skills. Then he did his secret skill anyway and killed her. Are secret skills excluded from that functionality as well?

secret skills are considered distinct from both active and passive skills for this purpose, so neither debuff inherently blocks their usage. block passive skills can be used to keep mortu from using peril since his passive is required to unlock it, but if it's already available when the debuff is placed he'll still be free to use it.

what carpe said. if the secret skill proc'd off the passive then the block passive won't stop it after the fact.
