T5 Support mastery "Sniper"

Since I cannot find a reliable source of information on this, thought I'd ask here:

Does the T5 support mastery "Sniper" do anything on champions like Prince Kymar ? or Elenaril ? since their A1/A2 don't have a percentage % based chance of placing debuffs ? yet I see plenty of people picked that mastery up on them and champions with similar skills...

I believe this is an accuracy mastery if I'm not mistaken and even 100% debuts can be resisted, hence the need for accuracy. Thats my best guess anyway hopefully someone more knowledgable than me comes along to confirm or correct me.
