How can the A3 overcome being resisted or blocked?  I thought "places" means it will land regardless of the amount of Acc.  

Places means nothing. Ignore it. 

The only time where "places" has any really meaning is when the skill doesn't do damage. In  which case a negative affinity champion can "place" his/her debuff without having to worry about weak hitting the enemy, since it's not even an attack. But this can still be resisted or blocked.

 I always miss the fine print.  :)

Key point being the no damage. The word places still means nothing. It could say thrusts or smothers, and it would do the same thing.

What is the best method to increase my chances to get Archer?  I have 150 ancient and 14 sacred.  I can win prism shards.  

I really want her.  

Because I have what is still effectively an early game account and would be pretty much wasted on me, I am almost certain to get her. :D
