It really depends on the champ. You can often get the skill you want without fully booking a champ. You are right about the books being hard to come by. Be selective, before you use your books make sure its on an appropriate ranked champ. (epic books on epic champs, leg books on leg champs)

PS, only rank up 1 book at a time! I have seen when you fill up all the open slots with books it will upgrade the one skill to the max.
