Leech question.
I've noticed during the later stages of a CB fight some of my toons are getting reduced healing from leech. Is this because they are low on HP or is it just RNG?

Should be 18% of damage dealth regardless of your own health

Id say most likely cause is they aren't hitting WM or GS so not healing back to full. Thru the early stages you wouldn't notice since they'd heal back to full without those procs.
