Can a weaker debuff replace the stronger?

So I got Peydma recently, been enjoying her. But I noticed something running her on my Mino team, which also includes Bellower. She goes first, applying the 50% ATK down. Then Bellower uses his A3... And it looks like he applies his 25% ATK down to all mobs.


Does the weaker version of a debuff really replace the stronger if it's used second? Seems pretty lame.

Noticed the same thing today while farming. Battlesage's 50% ATK buff got overwritten by a 25%. The Battlesage skill even says the buff can't be removed.

This is a new thing. I used to have Valerie in my line-up and her A2 used to place her own 25% ATK only if there was no 50% ATK present and extend the 50% ATK if there was. Tested it and now she replaces the 50% with her own 25%.

Just fix your speeds, have Bellower go first and then Peydma go after him to override the weaker debuf with stronger.

And it doesn't happen with DEF buffs. Bogwalker's 30% DEF doesn't replace Jareg's 60%.

So which one is bugged and which one is working as intended?
