only time i'd suggest boots without speed mainstat is if you get like a 6 star legendary pair, that roll all on the speed substat.

Well, yes and no. You have Hegemon that does not need speed as he always goes first anyway. Then you have situations where you may want to deliberately slow down your hero for synergy. 

Overall no speed means junk. ^_^ 

My Bellower is my campaign farmer. he uses 2x cruel 1x cr.dmg. gloves are cr.dmg, chest and boots have attack% on main stat.

he has 3.5k attack with 234% cr.dmg. with 70% crit, if i can upgrade his crit a little bit i would do 8sec campaign runs. right now its between 10 to 30 sec.

so for a defensive hero or a health hero there is a possibility that that main stat is actually better.

For a really tanky arena team u can skip out of speed boots on ur offense attacker/defensive attacker to push that dmg up. but using this strat u need a seeker in full speed for the 30% turnmeter increase to not get toppeled in ur first turn while enemy uses 3 turns.

if you do nightmare/ultra nightmare clanboss u should deffo use speed boots. preferably 5* or 6*
