It says "This debuff cannot be blocked." and that pretty much covers it.
funny, my harima says the same thing. if my last few hundred matches of her vs stoneskin lilitu, hephraak, and candy are anything to go by though, that doesn't make a difference.
So, interestingly, the revive apparently is per three turns period - not per three of his turns (obviously, since he is dead). Could make for some pretty wonky shenanigans. Also nothing in the wording implying that it doesn't activate if there are copies. Team of four of these dudes would have some weird mechanics indeed :)

Which is weird because, to my knowledge, it's basically one of ... I think, now, three? abilities that activate when a champ is dead. Lydia, Nogdar, and now this guy. But, the other two specifically have cooldowns which do NOT count down when the champ is dead.
Which makes me wonder what the interaction between this guy, and, say, Lydia is. Does Lydia block the revive, but then three turns later he revives again?

Lydia blocks the revive but doesn't apply the background block revive debuff. So he should pop right back up, yes.
You want a Rotos, Inithwe, Fenax, Mortu, etc to deal with him.
