It needs the additional protection chance otherwise it would just be another variation of Immunity gear.
Could have made it to require 1.5x accuracy to remove, which is alot with good resistance, but its a coinflip of all things.
The game revolves around getting, upgrading and minmaxing stats on sets basically, making something a coinflip seems off.
One good example is going against UDK, who i still fking hate lol, alright ill bring that Ronda which people say is counter, aaaaaand i couldnt remove the stoneskin, guess ill die 😂

Again - that's the entire point of the set. Most teams that run buff removers also use ACC up to ensure it lands. That means they're running 800+ ACC. Mine are closer to 1000 ACC with ACC up, specifically to deal with Mithrala.
You'll never be able to build enough resistance to counter that. Stoneskin gives you a chance. Stoneskin + Lightning cage makes for an actually viable team comp. Which is what I run - a full team of Stoneskin Lightning Cage champs.
