Debuff isn't really the right way of phrasing it.
*Anything* you do which affects the enemy in a non-damaging manner requires accuracy. This holds true for debuffs just as it does for buff removal, TM manipulation, and any other effect. The *only* thing which does not require accuracy is the Block Revive "debuff".

This is exactly so. The only exceptions, as Krama mentioned, is Block Revive and HP burn activation from champs like Dreng.
