A level 75 should be able to take out a level 85 regularly. I am level 63 and I take out players that are above level 75 all the time. I am a little confused when I keep running into level 100's still in the lower levels. My only assumption is that they do not play very often or just started playing live arena. 

Over time things should even out. Teams that are significantly overpowered should shoot up the ladder and unlike classic arena they cannot just lose a bunch of games and race back up the ladder again. Losing points is slow so things should even out. 

Hi there, a few things:

1) Live Arena is based on where you are in Live Arena points/tier wise, not level.

2) Player level isn't always a good indicator for success, especially when we're talking in that range of levels. That said, I'm a level 100 who's run into some pretty nasty teams between 91-99 in Live Arena in the past few weeks. Player level is one metric to let us know what we may be up against, but doesn't tell the whole story.
