Seems like a sensible change. I won't predict how the meta shakes out though. The effect of polymorph is so powerful that some currently tier 2 champs might rise to the top.
For instance, stun set Ukko is only minimally affected. I'll definitely leave mine in polymorph.
Same. It'll be nice to not see every defense tank in them though. I'm sure there will be some crazy people that build 800 accuracy Duchess with 1* Poly though.
I wonder if it will change anything in the upper-mid to top-top levels. Say you go with your Ramantu, you build him with super high accuracy right? But this also means that his resistance will be kinda low. Now your ramantu faces a duchess with 1-star polymorph. This Duchess with almost no accuracy in her build will still be able to sheep Ramantu.
Keep in mind, you need a bit less accuracy than the opponents resistance to at least land your debuff "some of the time". Of course to be safe you want more, but lets just talk minimums required here.
So if your Ramantu has 250 res, the Duchess will only need 200ish Acc to land her sheep "a good portion of the time (if the sheep procs)". And getting to 200-250 just by accident on any champion isn't that hard, especially for them people who have faction guardians filled.
=> Base on most champions: 10
=> Great Hall; 80
=> FG: 30
So you're at 120 right there, totally naked. All you need is one set of perception, and/or maybe a roll here and there (on the amulet maybe) with extra from glyphs and there you go. Pure debuffers annihilated anyways. So do you trade 100 accuracy on your debuffer to give 100 res? This probably means you debuff the nukers, but not the duchess and siphis etc... Kinda risky trade to make if you ask me.
So... is this a nerf? I dont know. For lower levels, maybe a little
One champion that is a clear winner from this is Mithrala. She'll be able to debuff at will, never get sheeped, but also be able to sheep at will.
The other thing that could happen though is people start making more hybrid builds with similar stats in acc and res... Thats an option i guess, but not sure myself how that could work out.

This is not a real nerf, just a little cosmetical changes. And dont forget, Plarium two times buffed polymorph in the past, the other useable blessing was nerfed.
