Ya attack stats is only useful on champions who have attack-based abilities. Any HP or Defense based champion, just avoid giving them any attack on any piece, it's about as useless as giving food to a robot who needs electricity instead.
I don't follow. Many "stats" are hard wired. Like atk comes with weapon, hp with helmet, def with shield, etc.

We'd still use a weapon in this scenario because there'll be relevant stats on it and it's basically a freeroll to use it.
but we're not looking to really get any more attack than we have to.
as others said certain champions gain bonus based off what their spell dmg is based off (some champions will hit harder by you building def instead of attack for example) but of course weapons will always come with the main stat of attack, which is of course useless for any champion who doesnt scale based off attack, but also the only main stat you can roll on a weapon is attack, so you aim to make the other stats on the weapon suit the champion ur putting it on.
So lemme see if I understand what you folks are saying. For example, if I have a DEFENSE champ, the primary stats of all the artifacts will be what they are, but in the substats I should try to pick those artifacts that have DEF as one of them. Again the main stat might be HP, SPD, RES, etc but I should try to select one that has substat DEF??

lets take hotatsu as example, his damage scales off def, so no matter how much attack i give him it will not make him do more damage, does this mean i should not wear a weapon because the main stat is always attack? no you should wear a weapon because you cant help what the main stat will always be, but you can then for example focus a weapon that has def % and speed/acc/res or whichever substats most benfit that champion the best, when it comes to gloves/boots/chestplate etc you can have different main stats on them so those items you should pick more specifically.
