I thought there was a mission or challenge that we need to get one great hall to lev 10. now i do not find it but could have read it some place. if it is still there, and i get one to lev 10 now before i unlocked will it show cleared or do i need to wait and unlcoked then get one to 10?

Yes there is one. You may not be in the correct "section" of Arbiter missions. I believe it's in the 4th one. But also yes, if you complete it before it's active I'll be instantly completed when you get to it.

It's in the section just before you can collect Arbiter - I'm literally about to hit that mission myself.
And, yes, it should show as completed if you do so before the mission comes up - certainly the other missions to level great hall bonuses have for me so far.
