I've seen some people say stun proc rate on artifacts is per skill, others say per hit.
I recently got Mighty Ukko and put him in a stun set. He procs WAY more than 18%. More like 25-30%. (no masteries btw). He almost always stuns a wave of 5, often stuns 2-3. Meanwhile my Elhain in a stun set is about 18% .
what's the verdict? Does he have more? Do legendaries proc more?

What can affect things however are: multi hitter skills, the Fearsome Presence mastery and the Sniper mastery.

Are you certain about this? From my testing with the Taunting set on Seeker, I tested like, 50 times, and I never once saw the second hit land a provoke.

Yeah, I'm definitely wrong, oops. :) Just does a single Yes/No check.
So to amend that: Nothing relevant to Stun/Provoke other than Fearsome Presence.

No, I was incorrect on that. Was going off an old interpretation I had of it a long time ago.
Fearsome Presence (the T6 mastery in Defense) is the only thing that can boost the chance of landing Stun from a set.
Just to be 110% clear on this topic: the chance is per enemy. Champs with an AoE A1 are good candiadtes for a stun set, as they have the chance on all enemies every turn. Champs that have AoE attacks only on cooldown skills will not benefit as much from the set, they have the chance on all enemies once and, while the AoE skill is on cooldown, only vs. a single target afterwards.
I dunno, my anecdotal play is not supporting these facts. Whatever I guess, my Ukko is just a natural stungod.
