It is a combination of both. 

Looking at my numbers, the drop rate of sacred shards has been very low for my the last 3 months. I got a third of the number I had so far on average. 

Looking at my RSL helper, I see that I got none in the last 7 days and only 4 during the last month...and I do daily CB6 and CB5, clan drops them both...

I heard many people also saying that their rates have dropped immensely...but there are also a few who report getting more than a dozen in the last months. 

Overall, I experienced those periods of low drop rates before, it can happen...but the last months have been an negative record for me personally as well.

I've had three Sacred Shards in four days.  I must be stealing the luck.  Now I pulled Epics with those Shards, but I'm seeing the shards

Player: Get's normal amount of Sacred Shards for 12 months straight.

Month 13: low amount of shards

Player: "PLARIUM DECREASED THE DROP RATE OF SHARDS - GREEDY BASTARDS!"

There have been no changes to drop rates in Clan Boss.

Why bother about sacred shards at all? A legendary book is the lucky drop from CB.
