I'd be holding onto mats. We just had Instinct (which first appeared in April 2022) again, so I'd feel like there's a pretty good shot we see repeats of Bolster/Defiant down the line. 

I use up the 3* and 4* on CvC for the easy points and silver.  I would keep 5* since we dont have a Forge material limit.

fwiw, there is a limit on forge materials. however, that limit is 10,000 so you needn't worry yourself for a few forge passes yet.

no, it applies to all materials. haven't been able to gather 10k corehammers so i can't confirm that one (though i have no reason to suspect it would work differently), but the various stones max out just like magisteel.

There are quest tasks to build so many five or six star armors of various types after the Arbiter quest as well. No worries, keep some of those extra mats for later quests and sell what you don't need.
