Her Provoke says "cannot be resisted or blocked if the champion is from the Demonspawn faction". It seems like Block Debuffs buff can't block it, but Stoneskin and possibly Immunity set block it just fine. Not 100% sure about Immunity, but I've seen it provoke Duchess through Block Debuffs before, and today, it didn't take. Does Immunity icon look the same as Block Debuffs?
Immunity just provides a Block Debuffs buff. Harima's passive not working against it is unusual, but you'd probably need to test it a few more times to ensure it's not because of something else.
Stoneskin, though, doesn't say "blocks debuffs". It specifically says they become "immune" to debuffs. Guessing that's why Harima's provoke doesn't get through.
Yeah, when I saw it, Duchess has already placed Block Debuffs, but I've seen Harima's Provoke placed despite Block Debuffs, so my only guess was that Immunity blocked it. If I come across it again, I'll make sure to test it further.
