Why wouldn't it?

I don't know, if they are "debuffs". They don't have a debuff symbol, are not listed in the buffs and debuffs list here in the forum and Aymumi lists them under the tag "instant" and not under debuffs as well.

So I ask if it works. The blessing literally sais "debuffs" from the A1.

If youve ever used on anyone and have gotten the message "resisted" then then works on them. Simple way to test is strip all accuracy gear from those champs, go hit something with a lot of resist and see what happens. If you get resisted the blessing works with those skills.
