Is it smart to give a character who cast 25% sleep a daze outfit ? does it stack 25 +30 = 55% ? or does it cast - 1 sleep at 30% and 1 sleep at 25% giving you 2 chances of casting a sleep in that attack, or does 1 replace the other and you only get 1 sleep attack .?

I'm not sure that is correct - or, at least, it's somewhat misleading.
From the OP's numbers, 25% of the time they'll sleep from the ability, and 25% of the time they'll sleep from the set bonus. That means the chance they are *not* asleep is (3/4)×(3/4) = 56.25%, ie the chance that they are asleep is 43.25%.
In other words, they stack multiplicatively, and not additively.
