Well they could, but players wouldn't react kindly to that kind of change to this event.

You're correct. Until now there are no sign when the event will coming. It seems they just wait until we are out of silver.

And when is that supposed to happen, without the need to spend millions on leveling gear? I do spend less currently than I earn on a daily basis.

Given that it hasn't been around for a very long time, I doubt it is still in rotation. It would be good if they did occasionally cater more to the F2P content, but excluding the Rhazin fusion, they have been steering away from that quite heavily recently. Hopefully the Rhazin fusion is a positive sign of improvement on their behalf.
