I play 3+ months. Have opened 7 orange shards and Still no legendary. Now have 3 more orange shards waiting for event.

Still, i enjoy this game and i actually like, that it's hard to get Best things in game. 

About pay to win. 

All, absolutely all free games ar pay to win, but comparing to other games, in this game U Can compete with Whales and do very well with out paying .

Sorry to hear, i personally have played for over 8 months nearly 9 now and till only recently manage to get a few legendarys.

This game is about RNG, it has its upsides and its downsides, but overall i love it.

Though what you described was a bug, those legandary shards or better know as sacred shards, only have a small chance of giving you a legendary.

The bug i was referring to is at the moment with you pull a high elf epic it shows the rare animation. Its still an epic, the devs are working on this.
