I think that there is something wrong with the subject in the title.
Ive been doing arena whenever i was out of energi or had quests to complete and is in silver II, yet something must be wrong because i now need to lose on purpose to get enough bronze medals to rank up great hall for a mission.
This is neither a good thing for lower lvl accounts to hit silver I (For mission) or me in the long run.
Still the point is valid as Silver 4 gives 3 medal, when Gold 1 - just 1.
With the current arena difficulty the missions and GH upgrade prices should be revised.

As previously noted, You don't need bronze to upgrade bronze required stat upgrades, you can use Silver or Gold medals to upgrade them, in fact using the higher medals will require less to upgrade a bronze level upgrade.
For example
1 silver medal equals 2 bronze medals
1 gold medal equals 2 silver medals.
