I completely agree with Plarium on this case, Refunds should be automatic bans due to the fact they can't withdraw items from ingame ( possibly due to the fact they may not store that information and track down the exact champion you for from the summon). 

Let's give an example, 

Say I buy some gems then buy the 10 blue shard pack but I already have 3 blue shards from doing missions. I open them all and get 10 rares, 2 epic and 1 legendary.

What champs should be removed if I decide to refund my purchase? 

And that's the problem and why they have an automatic ban system when someone decides to refund.

Also giving free packs to people for this error wouldn't solve the problem since everyone would be getting them the people who got the packs by an error would still benefit.
