@Andy, So what could have happened here is 

You successfully blockade the haven but immediately player or someone initiated liberation and in that attempt you lost your units & now haven is free. Sometimes you need to refresh your game to see the report.

2nd scenario could be that you blockaded it but there was some raid attempt already on it's way to exactly same haven, that raid attempt by someone killed your troops, raided the haven & on it's back to their route. (report maybe shows a little late, refresh the page to check)

If you didn't get any report & units are simply gone, please submit a ticker here, do not forget to add screenshot of your successful blockade & they will check it for you
