If we are to read the downgrade requirements correctly then for two bh's to raise to level 19 so that one can upgrade to 20 would not be possible without other bh's with similar levels being involved.
Once a level above all other bh's was attained the action of downgrading one of the two to allow one to upgrade would not then allow the other one to upgrade again without downgrading the other as the required level would need to be met?

"Required level" is not "your next level", but the level that is actually required in the Bastion's window. For example, my BH (on The Golden Coast) has a Bastion level 16. In order to proceed with the upgrades, we need to downgrade one Bastion of level 15, as shown here:
So, the "required level" here is 15 (or higher).
If there was a Bastion of a required level, but was later downgraded. They could also upgrade 1-2 Bastions of ally BHs to upgrade their own Bastion.Alyona Kolomiitseva said:
