You can report it here, but I'm fairly certain that the response will be "blacklist that person". I do think that Plarium should react better to these; I just don't think they will. Still, worth a shot. Good luck!

Thank you I received I received another message from the guy today calling me a monkey...I am extremly mad and I dont like people calling and saying stuff like this.

Report him through the link I gave you above and blacklist him (the Support will likely take a few day to do anything. if they decide to act). Sadly, no one on the forum can help you beyond giving you this advice.

First, Blacklist the person. That will stop his messages to your wife. PERIOD. END OF STORY.
Second, for Plarium to take action serious the words have to be worst and very hateful. If this player spend any hard currency on the game, Plarium has a bigger problem. By US and EU laws to ban this player, Plarium MUST REFUND any payments made to Plarium because it call failure to render services.
FOR PLARIUM it the following: First, is the warning. Second, comes the suspension (3mos to 1yr). Third, banishment to a desert island.

More or less you're correct, Captain. Just one remark here - the suspensions might be a bit different 😉
