I thought of that, as it makes sense, but it was never proposed. I'll pass it on, but - sadly - Plarium is not taking suggestions, so I wouldn't hold my breath for it.

 But if you do pass it on add to the message that a "Pirate" {in quotes as it should be Chicken Pirate} should ABSOLUTELY NOT be able to have a Raided & Captured Haven and be able to deploy a Haven Protection {"Chicken Ring"} or it should cost the 20,000 rubies.

Personally, I wouldn't want an exception, for any amount of rubies. I'd want a full hour delay. The player can click it now, but if they performed any offensive actions in the past 60min, the Shield will activate only when the grace period of 60min is up.

I'd also like to see Shield stacking become a thing.

With these two changes, Shield would truly become a protection for when you cannot play (plus some strategic situations, like piling up troops for Bastion/Presidio attacks), instead of being a literal exploit that it is now.
