I tried to find this on my own but no luck thus far. At what rank can a player see the garrison in the bastion and presidio?

The first four ranks can see them (Leader, Advisor, Commodore, Swash-Buckler).

There is one loop hole to this. Any rank that the leader chooses can have access to stats which gives the raw numbers of presidios, bastion and total def.

Icy, could you or someone else show a screenshot of where the leader goes to update/determine who has access to stats?
